Imagine a software update landing on a production line overnight. The new interface is live by the morning shift. One warning message is unfamiliar. The revised work instruction is only available in English, so a supervisor explains it on the spot to operators who trained in another language.
Nothing has failed. The equipment is working. The content exists. Yet the operation has introduced ambiguity at exactly the point where people need certainty.
That is the workforce issue hiding inside several of today’s biggest manufacturing industry trends. Automation is accelerating. Companies are recruiting from broader talent pools. Experienced employees are retiring. Plants are creating more digital instructions, alerts and training than ever before. Each change creates information that people must understand before they can act safely.
For manufacturing content, L&D, HR and safety teams, localization is no longer the final production step. It is part of the safety system.

The factory is changing faster than its safety content
The pace of technology adoption is easy to see. The International Federation of Robotics recorded 542,000 industrial robot installations in 2024, more than double the number installed a decade earlier. In a Deloitte survey of 600 manufacturing executives, 80% planned to direct at least 20% of their improvement budgets to smart manufacturing initiatives.
Every investment generates a content trail. A new machine may require updated standard operating procedures, lockout-tagout instructions, interface text, maintenance guidance, onboarding modules and refresher training. A process change may also affect safety signage, shift handovers, contractor briefings and emergency communications.
The machine can be commissioned in one location. The meaning around it cannot simply be copied and pasted everywhere else. It has to remain clear across every language, format, device and site where people will use it.
This is why a smart factory cannot be safer than the information its workforce receives.

A multilingual manufacturing workforce is not an exception
Manufacturers already compete hard for skilled people. The Manufacturing Institute and Deloitte estimate that the US industry could need as many as 3.8 million employees between 2024 and 2033, with 1.9 million roles potentially left unfilled if workforce challenges are not addressed.
At the same time, immigrant workers filled nearly one in four US manufacturing production jobs in 2024, according to Deloitte’s 2026 Manufacturing Industry Outlook. Not every immigrant worker prefers another language, and not every multilingual employee is an immigrant. The broader point is simpler: the workforce manufacturers need is linguistically diverse, and content systems have to reflect that reality.
Language access is therefore not a special accommodation at the edge of a training program. It is workforce infrastructure. When people receive critical information in the language and format they understand best, they can build confidence faster, ask better questions and apply new processes more consistently.
The safety expectation is also clear. OSHA’s recommended practices tell employers to provide training in the languages and at the literacy levels all workers can understand. OSHA also emphasizes that workers should be able to participate in safety programs regardless of language, education or skill level.

Translation is necessary. Localization makes the content usable.
Translation changes the language of the words. Localization considers the full experience of using those words in a particular workplace.
In manufacturing, that can mean:
- Using the same approved term for a component across an SOP, a machine screen, a training module and a warning sign;
- Adapting examples, units, symbols and references for the target site;
- Redesigning layouts so translated text does not obscure a diagram or crowd a safety label;
- Localizing subtitles, voice-over, animation, assessments and interface content alongside the written course;
- Accounting for literacy levels and the conditions in which people will use the content; and
- Keeping every language version aligned when a process, hazard or policy changes.
This last point matters. A translated safety manual can be accurate on launch day and still become a risk six months later if only the English version receives the next revision.
Localization brings language into the content lifecycle: planning, authoring, review, publishing, change control and measurement. That is what turns a set of translated files into a reliable multilingual program.

Seven ways content teams can protect a multilingual workforce
Content teams do not own every part of workplace safety. They do, however, shape much of the information that workers rely on. The following practices make that information easier to understand, govern and trust.
1. Start with the workforce, not the source file
Map the languages used at each site and ask which languages employees prefer for learning, reading detailed procedures and raising a concern. Include contractors, temporary employees and night-shift teams. Language needs can differ by role, location and format.
This discovery should also cover literacy, access to devices, background noise, connectivity and the time available to complete training. A mobile module that works in a quiet office may be unusable beside a production line.
2. Write the source content for comprehension
Clear localization begins with clear source content. Use short sentences, direct instructions and one action per step. Avoid unexplained abbreviations, idioms and inconsistent names for the same part or process. Pair words with visuals when a diagram or demonstration will explain the task more safely.
Plain language is not about making technical content simplistic. It is about removing avoidable interpretation from a high-consequence environment.
3. Prioritize content by risk
Not every asset needs the same workflow. Start with the information where misunderstanding could cause harm or interrupt operations:
- Emergency procedures and alerts;
- Hazard communication and safety signage;
- Lockout-tagout and machine-safety instructions;
- High-risk SOPs and digital work instructions;
- Onboarding and mandatory refresher training;
- Incident notifications and corrective actions; and
- Contractor and visitor briefings.
Prioritization helps teams apply the strongest review, testing and change-control measures where they matter most.
4. Build a shared terminology system
Approved glossaries, translation memories and style guidance keep technical language consistent across content types. Involve safety leads, engineers, experienced operators and in-market linguists when defining critical terms. Record terms that must not be translated as well as those that require a precise local equivalent.
Terminology management also reduces rework. Once a team has agreed how a component, hazard or control is described, every new asset can start from that decision rather than reopening it.
5. Match the format to the factory floor
Think beyond documents. Some messages are better delivered through a labeled visual, a subtitled demonstration, a voice-over, an interpreted toolbox talk or a short mobile refresher. Emergency communication may need several channels at once.
Localization should preserve usability as well as meaning. Test the final file on the actual screen, learning platform or printed format. Check that audio is intelligible, captions are readable, buttons still work and translated text fits without shrinking critical information.
6. Use AI with controls that reflect the risk
AI and machine translation can speed up high-volume workflows, especially when they are trained on approved terminology. They should not be treated as automatic sign-off for safety-critical content.
Use qualified linguists and manufacturing subject-matter experts to review high-risk material. Add functional testing for eLearning and interface content. Keep an auditable record of approvals and revisions. The right balance of technology and human expertise depends on the consequence of an error, not simply the number of words.
7. Test understanding, not delivery
A published file proves that content was sent. It does not prove that anyone understood it.
Use knowledge checks, demonstrations, observation and worker feedback to identify unclear instructions. Give employees a safe way to ask questions and flag language problems. Review incident reports, near misses, repeat errors and training results by site and language where appropriate, while protecting employee privacy.
That feedback should return to the content workflow. The goal is not a perfect first version. It is a system that learns and improves before ambiguity becomes an incident.

For content teams, the useful questions are practical:
- Can every worker access critical information in a language and format they understand?
- Do the SOP, training module, machine interface and sign use the same terminology?
- When a process changes, how quickly are all language versions updated?
- Can employees ask questions and report ambiguity without friction?
- What evidence shows that the content was understood, not merely delivered?
If the answers vary from one site or language to another, localization is not a finishing task. It is the missing control.
